You are the Ashghal engineer on site for your zone. This pack gives you, for every location in the plan: who to call, how many tankers are due, where they stand by, where they suction, and where they discharge. When resources move

Alert Type 1 — the zone team lays and connects the pump discharge hoses at the pump hotspots. Alert Type 2 — the 85 baseline tankers deploy, after the PWA lead engineer approves. The 170 full-line tankers deploy on heavy rain, again on PWA approval. Baseline is 50% of full line.

Appendix 1 assigns a stand-by point to 79 of the 85 baseline tankers. The remaining 6 — the Emergency & Customer Complaint tankers for Zones 1, 3 and 4 — have no parking point in the plan, so do not expect to find them at a fixed location.

Your routine on site

repeat per location, per shift
  1. Count at stand-by. Go to the parking point and confirm the tankers on the ground match the baseline number on the card. Anything short, call the tanker coordinator before the rain peaks, not after.
  2. Confirm hoses are laid. At pump hotspots the discharge hose should already be connected from Alert 1. Check length and route, and note any road crossing.
  3. Verify the suction point. The tanker or pump must be on the hotspot ID on the card — not "nearby". Check the coordinates on the map pin.
  4. Verify the discharge point. It must be the planned manhole, gully, lagoon or outfall. No discharge into any SGW asset without the SGW engineer’s authorisation.
  5. Time the cycle. Compare the real round trip against the planned time on the card. A cycle running long is your early warning that the point will not keep up.
  6. Photograph and log. Before and after, with the hotspot ID. Confirm every manhole cover is back in place before the crew leaves.
  7. Escalate. Zone manager first, then tanker coordinator, then ECC / DNMC. Report ponding the public will see through Ashghal 360 or 188.

Appendix 1 — used for the cards below — allocates 5 and 6, plus 1 each at Markhiya and Wadi Al Sail. Same 17 tankers, different sectors. The cards follow Appendix 1, because that is where the parking coordinates come from.

Operating plan · 12 stations across Zone 1 and Zone 2

Life-safety before anything else

A flooded underpass traps vehicles and drowns people. Closure and reopening are decided with the General Directorate of Traffic (MOI) and the National Command Centre — not by the site team and not by the contractor. Never send a crew or a tanker into water of unknown depth. If the station is down and the level is rising, the decision is closure, not more pumps.

Operating sequence

every underpass, every event
  1. Before the season. Confirm the station is manned per the roster below, the standby generator starts on load, and the resilience pump is on site and connected.
  2. Alert 1. Operator on station. Check wet-well level, duty and assist pump availability, and that the discharge line is clear. Confirm the fuel level in the standby DG.
  3. Alert 2. Station running. Watch the level trend, not the level. If the level rises while both pumps run, the inflow has beaten the station — escalate immediately, do not wait for the road to flood.
  4. Level still rising. Start the resilience / over-pumping set. Where the sheet says resilience is not available, the only remaining option is tankers plus closure — call it early.
  5. Water on the carriageway. Notify the zone manager and ECC, and request Traffic (MOI) attend. Closure is theirs. Your job is to give them the depth, the trend and the time.
  6. Power loss. Confirm the standby DG picked up. If there is no DG at that station, treat it as an immediate closure risk and escalate at once.
  7. Recovery. Do not reopen on a visual judgement. Level down, pumps holding, road inspected, and Traffic release it. Then confirm every manhole and gully cover is back in place.
  8. Log. Station, time, level trend, pumps running, DG status, tankers on site, who you called and when.

B3 Tunnel is named in the Zone 2 inspector sector and has a tanker stand-by point in Appendix 1 (25.309328, 51.457189 — 2 full-line tankers), but there is no pumping station sheet for it anywhere in the FMP — no pumps, no discharge point, no operator. Confirm with AV how B3 Tunnel is mitigated before the season.

Gaps in the location sheet

PSG-37 (SW20) — the only FMP station with no row in the sheet. The sheet does contain a "PSG SW2A" that is not an FMP station; confirm whether these are the same asset.
Seven stations in AV’s sheet are not FMP stations and are not shown in this pack: PS N25, PS-25/6, PS-25B, PS 27-6, PS 15-2, PSG SW2A, PS SH1.
Zone 3 has no pumping station. Every station in the sheet falls in Zone 1, Zone 2 or Zone 4 by coordinate. PS AD2B, whose name points to Al Daayen, sits in Al Thakhira. Confirm with AV that Zone 3 genuinely has none.

Golden rules

before any action

01No discharge without SGW permission

Do not instruct the contractor to discharge (pump or tanker) into any SGW manhole, gully or network without the responsible SGW engineer's authorisation. Discharging into a surcharged network only moves the flood somewhere else.

02Underpasses are life-safety

Flooded underpasses (R5, R6, F106, B3, Rumailah, Rayyan) can trap vehicles. Any closure or reopening is decided with the General Directorate of Traffic (MOI) and the National Command Centre. Never send a crew into unsafe water depth.

03Confirm the receiving point still has capacity

Before pumping, verify with SGW / DNMC that the discharge manhole, lagoon or outfall is still taking flow. If it is surcharged, hold and escalate rather than push water through.

04Lagoons and open-area discharge need their own check

Several 2026-27 discharge points are evaporation lagoons or open land (Al Kheesa, Environmental Lagoon, Umm Slal, Um Enaig). Confirm freeboard and access before committing tankers to a long round trip.

05Long discharge runs lose head

Umm Al Amad runs 1,050 m of discharge hose off a 6″ pump, Umm Slal Ali 450 m, Al Kheesa Part 2 350 m. Expect a real drop in delivered flow and plan tanker support accordingly rather than assuming rated capacity.

07Electrical & confined-space caution

Keep clear of pump and generator electricals in standing water. No entry into manholes without confined-space precautions and a permit.

08Re-cover every manhole before leaving

After a discharge or suction operation, confirm the manhole cover is back in place and seated. An open cover in standing water is invisible and is the single most likely way this work injures a member of the public.

09Photography restrictions

Do not photograph towards government buildings, military or security facilities, or Ashghal assets inside restricted compounds. Frame the shot on the hotspot and the equipment only.

10Verify the contractor, then log

Check the tanker or pump is on the correct FMP hotspot ID, running, and discharging to the planned location. Photograph before and after. Record the hotspot ID and coordinates.

Ashghal 188 is the channel that raises the job. The app and the WhatsApp template are for the record and the photo.

Give coordinates or My Address, a photo, your mobile and QID so it is tracked. It enters as an Emergency & Customer Complaint. Road pooling is Baladiya 184 / Oun in parallel.

  1. Open the Ashghal 360 app and report water accumulation, or call Customer Service 188.
  2. Attach a photo, enable location, give coordinates / My Address and the FMP hotspot ID if it is a known point.
  3. Provide your mobile number and QID so it is tracked — it enters as an Emergency & Customer Complaint and dispatches a tanker or pump.
  4. Notify ECC / DNMC and post to the zone WhatsApp group.
  5. For pooling on public roads, the Baladiya channel (184 / Oun app) coordinates in parallel.
